Who gets the buffs?
It looks like the realm owner gets both buffs, as well as a 25% energy boost on spirits and missions completed within the realm that provided the buff.
Anyone else that harvests from a realm gets the vitality buff and a 20% energy boost within that realm.
The energy boost may or may not scale with the value/likes. This is based on my realms, which all provide a +17 will and +30 vitality boost.

A value of 230 gives the 22 WP Boost.
From one of my realms (copying here because I'll probably increase the bid over time.)
bronze level - Worth about 230
NightNinja bid 220 for the Realm
Harvest a Dominator in this Gateway for a +25 Vitality boost. The Shadow Lord also gains +22 Willpower. Get your friends to Like this Realm on Facebook for more Vitality, or increase the Bid Value for more Willpower.

I think I figured this out. Steps are 36 for mana. It results 98 (62+36) as vitality to get 90 mana / 15 sec for lvl 15. You can use this to fulfill the whole table Gabriel. E.g. 104 is the limit for lvl 14,
